How do I submit a request?

The NTECC accepts any written request for open records.  Records may be requested using the online form, mailed, faxed, emailed or delivered in person.

What is public information?

Definition of Public Information: Information that is collected, assembled, or maintained under a law or ordinance or in connection with the transaction of official business by a governmental body or for a governmental body and latter owns the information or has a right to access to it.

What will the charges be?

Charges for your public information request may vary depending on the amount of responsive documents and personnel time required to process your request.  Generally, a charge $0.10 per page and $15.00 an hour for labor depending on the number of pages produced.  If the charges will exceed $40.00, then the NTECC will provide you with a written, itemized statement of estimated charges.  If the charges will exceed $100.00, the the NTECC will provide you with the same statement but, in order to process your request, the NTECC requires a minimum of 50% deposit of the total estimated amount.  For more information on allowable charges, please see the Texas Attorney General’s website at www.oag.state.tx.us.

When will I receive my records?

Once a request is received in the NTECC Records division, there is a process that is followed in responding to the request.

The Records division has 10 business days to respond to the requestor.  A response could be in the form of: releasing records, asking for clarification or requesting an opinion from the Attorney General regarding the information in the request.

If an opinion is requested, we believe that there is something in the report that is not included in public information.  Usually these opinions are requested not only for the best interest of the NTECC but also for anyone included in the requested information.

Once an opinion is requested, the NTECC will forward the information gathered to the Attorney General within 5 days (15th business day from date request is received).

The Attorney General then has 45 business days to respond back to the NTECC and the requestor regarding the information requested.

All correspondence between the city and the Attorney General will be copied to the requestor.

    Preferred Method to Receive

    *Please provide identification of the requested public records adequate for the Records Officer or designee
    to locate the requested records. Any requests that are too generalized may require communication with
    the requestor for further clarification.

    All NTECC records are available for public view unless listed as an exception to disclosure in in the Public
    Information Act Government Code Chapter 552 – Public Information. Some types of information may be kept
    confidential include:

    • Private, personal information such as certain financial or medical information;

    • Certain law enforcement information, which may include the identity of informers;

    • Complainant’s identity;

    • Some information related to ongoing litigation;

    • Proprietary information submitted by regulated entities;
